If there are only two parties, you must include them. If there are more, you can choose to include them or not. If the United States is one of the parties, it should be listed first.
There are a number of sources for treaties; include as much information in your citation as your source does. Some examples include volume number, page number, or item number.

In this example from 1990 from the Virginia Supreme Court, the case starts on page 312 of the 239th volume of Virginia Reports, which publishes the state’s supreme court decisions. The parallel citation (389 S.E.2d 460), indicates that the decision can also be found on page 460 of the 389th volume of the South Eastern Reporter, Second Series, a regional reporter. (A reporter prints cases.)
